The Greater Bengaluru Authority (GBA) has initiated a first-of-its-kind enforcement action to recover long-standing property tax arrears, auctioning seven defaulting properties after repeated attempts to secure payment failed. With outstanding dues totalling about INR 437 crore across nearly 7,000 units, the civic body moved to public auction as a last resort following notices, field visits and recovery drives by the former Bruhat Bengaluru Mahanagara Palike and the newly formed city corporations. Five properties in the East City Corporation area and two in the North City limits were successfully sold, while listings in the Central zone attracted no bidders. During bidding in the KR Puram division, 19 defaulters settled their dues when auctions began, and one property was withdrawn due to encroachment concerns. Mysuru City Corporation (MCC) has started constructing a construction and demolition (C&D) waste processing facility costing INR 11.7 crore on a 9 acre site at Hanchya Sathagalli, near the Outer Ring Road. The Bangalore Development Authority has replaced its uniform 10 per cent penalty on vacant sites with a graded penalty structure ranging from 2.5 per cent to 10 per cent of the guidance value, following concerns from allottees. The change applies to plot owners who did not commence construction within the stipulated five-year period under their lease-cum-sale agreements. Penalty rates will be determined by site size and, where applicable, based on the guidance value prevailing at the time of construction or the lower of alternative calculations involving Marginal Cost of Funds-based Lending Rate (MCLR) plus 2 per cent interest. Plot owners may opt to surrender sites instead of paying penalties, with 12.5 per cent of the amount already paid withheld before any refund. The revised structure aims to better reflect proportionality and ease financial burden on smaller plot holders, though certain layouts are excluded from the new regime.
